This PR completely overhauls the user interface to make it more modern and less
like I threw it together in 3 days.

  • bootstrap5-ify the dashboard and participant-facing pages
  • update static site
  • Start admin site rewrite
  • Completely rewrite all backend pages
  • Update bulk mailer tool
  • fix checkin/waitlist
