130ddccffe 📝 docs(conduct): add HTML code of conduct

Add MLH Banner / Add-MLH-Banner (push) Has been cancelled
Details 
Replaced the Markdown code of conduct (conduct/conduct.md) with an HTML
version at conduct/conduct.html. Updated index.html to point to the new
published page (hack.wpi.edu/conduct/conduct.html) and removed the old
Markdown source.

0eb9377c07 📝 docs(conduct): add Code of Conduct page 
Add MLH Code of Conduct at conduct/conduct.md and add a
"Code of Conduct" card to index.html linking to the document.
This provides reporting procedures, contact details, and
guidelines for event behavior.
